What is BIS Scheme X Certification ?

Scheme X Certification is a conformity assessment system established by the Bureau of Indian Standards (BIS) to ensure that specific products meet designated Indian Standards. This scheme is particularly focused on low-voltage switchgear and control gear products, including circuit breakers, switches, motor starters, proximity switches, and emergency stop devices. Manufacturers of these products are required to obtain BIS certification and use the Standard Mark to demonstrate compliance. Non-compliance can result in penalties under the BIS Act, 2016.

Scope of Scheme X Certification

The Scope of Scheme X Certification under the Bureau of Indian Standards (BIS) refers to the specific categories of products and the regulatory framework they must comply with to ensure safety, quality, and standardization. Here’s a breakdown of the scope:

Differences Between Scheme-I & Scheme-X

Scheme-I vs. Scheme-X: Key Differences

Aspect Scheme-I (ISI Mark Scheme) Scheme-X (Controlgear Scheme)
Purpose For general consumer and industrial goods to ensure
ongoing compliance with Indian Standards.
Specifically designed for low-voltage switchgear and controlgear products
under Schedule-II of BIS Regulations.
Products Covered Wide range of products (steel, cement, kitchen appliances, etc.). Select electrical and electronic items like circuit breakers,
switches, proximity sensors, etc.
Standard Mark ISI Mark (Indian Standards Institute) BIS Standard Mark with Scheme-X identifier
Type of Testing Testing is done in BIS-approved labs before and after licensing. Emphasis on witness testing and in-house testing facilities,
including subcontracted facilities.
Surveillance Regular factory surveillance and market samples. Includes more stringent audit and testing requirements
specific to controlgear.
Applicability Used for both voluntary and mandatory certification. Applies primarily to mandatory certification categories under Scheme-X.
Foreign Manufacturer Process Covered under the FMCS (Foreign Manufacturers Certification
Scheme) for ISI mark.
Foreign manufacturers must also comply, with special provisions
for Scheme-X-specific audits.
Compliance Basis BIS (Conformity Assessment) Regulations, 2018 – Scheme-I BIS (Conformity Assessment) Regulations, 2018 – Scheme-X of Schedule-II
